[29 May 2026] Important Updates from U.S. Customs and Border Protection (CBP) for Exporters Shipping to the United States<\/strong><\/span><\/h1>\n

According to the latest updates from U.S. Customs and Border Protection (CBP)<\/strong>, new automated screening measures have been implemented for import shipments entering the United States. Shipments with incomplete or non-compliant declaration data may now be automatically held for further review.<\/p>\n

CBP is currently placing greater emphasis on the following three key areas of shipment information:<\/p>\n

  • Shipper Information<\/strong><\/li>\n
  • Cargo Description<\/strong><\/li>\n
  • Consignee \/ Importer Information<\/strong><\/li>\n<\/ul>\n

    Key Updates<\/h2>\n

    CBP has introduced additional automated hold codes<\/strong> (in addition to the existing 5H<\/strong> hold for system-selected Entry Summary reviews):<\/p>\n

      \n
    • 4H<\/strong> \u2013 Invalid or incomplete Shipper Information<\/strong><\/li>\n
    • 8H<\/strong> \u2013 Inadequate or overly generic Cargo Description<\/strong> (currently the most common issue)<\/em><\/li>\n
    • 9H<\/strong> \u2013 Invalid or incomplete Consignee Information<\/strong><\/li>\n<\/ul>\n

      In addition, CBP has implemented automatic rejection codes<\/strong> for the following data validation errors:<\/p>\n

      • 548<\/strong> \u2013 Invalid Cargo Description<\/li>\n
      • 549<\/strong> \u2013 Invalid Shipper Data<\/li>\n
      • 550<\/strong> \u2013 Invalid Consignee \/ Importer Data<\/li>\n<\/ul>\n

        Enhanced Importer of Record (IOR) Verification<\/h2>\n

        CBP has also strengthened its verification process for the Importer of Record (IOR)<\/strong> through CBP Form 5106<\/strong>.<\/p>\n

        Importers may be subject to review or deactivation if any of the following issues are identified:<\/p>\n

        • Mismatched EIN (Employer Identification Number)<\/li>\n
        • Unverified or inaccurate business address<\/li>\n
        • Incomplete ownership or officer information<\/li>\n
        • Inconsistent company records across CBP databases<\/li>\n<\/ul>\n

          The updated Form 5106<\/strong> now requires additional information, including:<\/p>\n

          • Company Officer’s Full Name<\/li>\n
          • Passport Number or Social Security Number (SSN)<\/li>\n
          • Passport Issuing Country<\/li>\n
          • Passport Expiration Date<\/li>\n<\/ul>\n

            These requirements are intended to verify the beneficial ownership of U.S. importers.<\/p>\n

            Recommendations for Exporters<\/h2>\n

            To minimize the risk of shipment delays or customs holds, exporters are strongly advised to:<\/p>\n

            • Verify the accuracy of both Shipper<\/strong> and Consignee<\/strong> information before shipment.<\/li>\n
            • Confirm the validity of the Importer of Record (IOR) and ensure Form 5106<\/strong> is complete and up to date.<\/li>\n
            • Use clear, detailed, and accurate cargo descriptions<\/strong> that properly reflect the nature of the goods.<\/li>\n
            • Ensure all shipping documents are complete, consistent, and supported by the correct HS Codes<\/strong>.<\/li>\n
            • Coordinate with your customs broker in advance to verify compliance before manifest submission and review any applicable Partner Government Agency (PGA)<\/strong> requirements.<\/li>\n
            • Avoid using borrowed IORs, rented importer accounts, shell companies, or fraudulent EINs.<\/li>\n
            • Carefully review customs bond requirements, particularly for first-time importers.<\/li>\n<\/ul>\n
